Yes, you should re-torque the wheel after switching to winter tires, or summer, around 100km of driving (62 miles). There is a very small chance that there will be an issue, but since many have a torque wrench at home, or aren't charged by their tire supplier, it's a low cost step to take to make sure your wheels don't fall off!
